The Warren Recreation Commission shall investigate and convene a hearing panel regarding complaints, rule violations or volunteer code of ethics violations at it’s discretion, regarding Warren Recreation sponsored or sanctioned programs or programs utilizing township owned facilities.
A written report of the incident is expected to be filed with the Recreation Commission within two (2) business days.
The hearing panel shall consist of three (3) non-biased members of the Recreation Commission.
The panel shall meet with the involved party or parties, in closed session. The respondent and witnesses shall be heard at the meeting. Written testimony or statements relevant to the occurring may at the discretion of the panelists be accepted and entered into the record.
The hearing panel shall pursue fact-finding and determine the events of the incident in question. If a rule violation occurs the hearing panel can recommend penalties. A written record of the hearing shall be filed with the recreation commission within two (2) days of the hearing. Any penalty shall be determined based on the hearing panel’s findings and the opinion of the recreation commission.
A decision will be made by the recreation commission within day (10) days of the filing of the report by the hearing panel.
Dependent on the severity of the violation, penalties may include warnings, probation, suspension or expulsion.
The Recreation Commission is the final step of appeal for any behavioral matters.
